Licencing TS via SBS Server = free CALs???

I've been told by our supplier that if Terminal Services Licencing is
installed on a server running SBS 2003, the Terminal Server (a separate
Win2003 Server) doesn't need CALs for XP clients.
All the Microsoft stuff I've read (plus Brian Madden's guides) seem to
suggest this isn't the case, but our suppliers insist they have this working
with other networks.
Can anyone confirm who's right?
