Do I need TS to manage AD in 2003?



Hello all,

I have 2 windows 2003 server with AD running located in the USA. I am trying
to give control of these servers to an Administrator in Africa. This
Administrator needs to access AD and add users and manage the Exchange 2003
residing on one of the servers. What tools do I need to necessitate this? Do
I need to buy Terminal Services License or can this be achieved through
Windows 2003 Server Remote Access?

I need the servers managed remotely. Please help.
