Hi Jason:
In the Terminal Services Configuration mmc snapin, you can set the
properties of the rdp connections to your server, including limiting how many
connections there can be.
Open the snap-in, go to the Connections folder, and double-click on the
connection you want to edit (probably the default, if you haven't changed it).
On the network adapter tab of the properties page for that connection, you
may set concurrent connection limits.
