usrlogon.cmd doesn't work for Users

Hi, everyone.

I'm using Windows 2003 Server and Terminal Services with Active Directory.
We have modified "c:\Windows\system32\usrlogon.cmd" file to edit
registry to setup some environment variables.

For users who are member of "Administrators" group, usrlogon.cmd works well.
But when I tried to log on system with general users who are only member of
"Remote Desktop Users" group, usrlogon.cmd DOES NOT RUN.

How can I solve this problem?
I don't know what's wrong my settings.
What do you think of this problem is?
