Remote Desktop for Administration for non-Admins?



Hello,

as I have heard, Windows Server 2003 allows two administrative connections
at the same time, without the need of terminal services.

Now i wonder: Is it absolutely necessary, that you have administrative
rights in this mode?
Because in my Case I just want to allow one single user besides an
Administrator, and this one should get power user rights at best.

And: do the group policies for terminal services also restrict users when no
terminal services are used (but just the mentioned Remote Desktop for Admins)?
