We have users who need some ActiveX control or another, but don't have rights to install ActiveX controls. Is there a way that an Administrator
can safely install an ActiveX control that all other TS users would then
have access to?

OCX loaded in IE failed to create(or write) HOST file ... I loged in a system as administrator, and through IE I loaded an activex control....
