Rebooting W2K3 TS Server

I need to reboot a W2K3 server with TS installed once in a week. So I create
a batch file with the command "tsshutdn 300 /reboot /delay:300" and
configured it with Scheduler and the schedule is to run under the LocalAdmin
Priviledge. But it fails to reboot with the following EventIDs:
1074: The process svchost.exe has initiated the restart of computer
ComputerName on behalf of user NT AUTHORITY\SYSTEM for the following reason:
No title for this reason could be found
Reason Code: 0x80070020
Shutdown Type: restart
Comment:"
1073: The attempt by user NT AUTHORITY\SYSTEM to restart/shutdown computer
ComputerName failed
What I observed however is that the command works when typed directly on the
CommandConsole, and I do not have any problem with W2K_TS Server running the
same batch file.
Any idea why the Scheduler is failing to run the batch file through?
