Licensing issue

Has anyone seen this before?
I'll try my best to ensure I include all the vaild information..
Two different domain controllers on the same network..
1. Windows 2000 server running as a DC in its own domain
2. Windows 2003 running as a DC with terminal services in a seperate
domain..(Running as a licnese server for TS)
A one way trust has been setup between the windows 2003 and the windows 2000
server. The windows 2003 trusts the 2000 DC only. For some odd reason when
a client logs onto the windows 2003 terminal server which is configured to
log onto the windows 2000 DC the cal is not getting released on the windows
2000 server after the client logs off the windows 2003 terminal server.
For example user test logs onto the windows 2003 terminal server that logs
into the windows 2000 DC. Logs off at the end of the day then follows the
same procedure everyday of the week. After checking licensing on the
windows 2000 server it shows user test holding onto 6 cals.
Does this sound right? Is there a configuration setting that I'm missing?
