Single Windows 2003 TS server in Windows 2000 domain.

I am so p****d off.
I've spent the last 3 hours on the phone to Microsoft UK over a period of 5
calls. I must have been passed between at least 20 different departments
including 2 clearly off-shore call centres who couldn't understand what I was
on about as my requirement mustn't have been included on their script and
they kept asking me for a 6 digit key over and over again
"Could I have your 6 digit key"
"I don't have a 6 digit key, I was passed here by another department who
said they would explain my problem before passing me across"
"I'm sorry I did not understand that, could you repeat your 6 digit key"
"I don't have a 6 digit key"
"You must have a 6 digit key in order to activate your product"
"I've been passed to you because the licence key I have will not function
and I was told you would sort it out"
"I'm sorry I did not understand that, could you repeat your 6 digit key"
And on and on.
Rant over, my problem is this
I have a single Windows 2003 Server running purely terminal services. It has
ceased to work after 120 days. The domain it is running in has only Windows
2000 servers running the AD. We have no other 2K3 servers.
We are trying to register the 2003 CALs into the 2000 Licencing Server. This
cannot be done as per article

What the article says however is that we can contact Clearing House and
downgrade the CAL into one that is compatible with Windows 2000 Licencing
Server. This is what seems to be throwing MS into disarray as no-one
actually knows how to do it.
On my 3rd phone call I was told that this knowledgebase article is
incorrect, and is it not physically possible to activate a 2003 TS cal on a
2000 licence server under any circumstances. I asked for them to confirm this
to me by email. The rep took my name, phone number and email address and said
he would. He hasn't.
Several times I've tried getting the reps to email me a copy of what they
were telling me. Only 1 so far has. She was the last person I spoke to, and
was the longest conversation I've had so far after I gave her the entire
history of every conversation I've had until then. She was also the person
who left me on hold the longest while she tried to help me out. Although in
the end we really didn't get anywhere she was the most helpful. She didn't
email me a copy of all the points she made I asked for, but hey at least I
got an email, listed here:-

In order to install 2003 Terminal Services CALs on a Windows 2000 Server,
you would need to physically install the Windows 2000 software and so would
need to acquire a 2000 disk. Once you have the media, you can contact
Terminal Services Activation at 0870 606 1517 who should be able to assist
you in installing your CALs.

She didn't send me the confirmation I asked for however that getting a
Windows 2000 disk and installing that would keep me licence compliant.
So right now I'm stuck
I have a 2003 box I've been told is all nicely licenced on paper, but it is
not possible for it to work due to a licencing software that has had this
particular configuration overlooked, so it's stopped working after the 120
grace period.
My point that they are clearly allowing these licences to be sold, knowing
that in this configuration it will not work and they can't be returned is
clearly theft was met with "Windows 2000 is an obsolete product and we cannot
support this indefinately". To which I pointed out that the date of the
article was December 2004, i.e. 6 months old therefore it can't be that
obsolete, and the fact that an article has been created is an indication that
it is supported. The "Windows 2000 is an obsolete product and we cannot
support this indefinately" response came back.
Help, I need a working server. I've got more CALs on order as more and more
people are wanting to use TS. Replacing 2000 for 2003 servers isn't within
this years budget and isn't going to happen.
