Microsoft has made some steps with 2003 SP1, which now has a fallback driver
system that can be enabled. This is similar to the Citrix UPD & IPD II.
It's not perfect, but is better than having to map everything manually.

In have the opportunity to speak with the product team every few months, and
will convey your frustration with this issue. I will say that you'll never
see every feature in the base OS, and the fallback driver is a good addition,
but EMF printing is a big change.

The best advise I can give is to make this problem aware to companies in the
investigation or planning phases, so they can budget appropriately, instead
of being surprised.
