Users cannot Place items on Desktop

I just recently redirected everyones desktop to their local user profile
location. This allows users to make changes to their desktop items and the
files get copied back over their roaming profile. However, Now users can not
Drag and Drop or Paste items on their desktops. They can create new folders
and files by right-clicking but that is it.
Any ideas?
