I assume that the users have logged off and logged on at least
once after you removed them from Power Users?
If so, then the only logical conclusion would be that all users
are still members of the Administrators or Power Users group.
I know that you have removed them from Power Users, but I can't
get to any other conclusion, based on what you have posted here.
If I were in your situation, I would dubble-check once more the
membership of the users, and then phone Microsoft Support.
If this turns out to be a bug in the OS, they won't charge you.
