Thanks Jason and Matt.

The EULA displays for Word and Excel also, and appears to be a problem
primarily with one of my servers in the cluster. When I log into the server
via TS it does not prompt me to agree to the EULA. The primary difference,
is that I have administrative privledges on the server and that I am not in
the same OU.
Also, these users were recently migrated to this clustered environment from
a standard Win2003 Terminal Server, and was not a problem in their old
environment.
