TS problem on Windows 2003

We are upgrading our servers from Windows Server 2000 to 2003.
Users login to the server via Terminal Services.
Our problem is that users can only run one instance of Purify at a time.
For instance, user1 logs in through TS and runs Purify without problem.
user2 logs in through TS and runs Purify. An hourglass cursor is displayed
for a couple seconds and that's it. No Purify. No messages. Nothing.

Has anyone seen this behavior from any applications before?
Any suggestions?

Thanks,
Mike Z
