ActiveX Control for TSWeb

We just moved our Intranet to Windows Server 2003 and we are using the new
TSWeb page, however, when a user connects to the page they need to install
the new ActiveX control. My users do not have admin rights so they cannont
install the new ActiveX control and I would like to know how can I install
the control w/o having to log in as Admin. I would basically like to roll
this control out in a GP or script.
