You've discovered why most people don't use MSFT's load balancing for TS. It
does NOT do resouorce based load balancing, i.e.based on number of
sessions(user load), available RAM, % CPU Usage.... It does it based on
network load, which with 2 sessions porbably isn't enough to force a
connection to the second node.
