Terminal Server License on Windows 2003

This is my scenario, I have Windows 2003 with Terminal Service and License
Server has been installed and activated with 60 TS per User TS CAL. As of
right now, it shows Temporary License for Windows Server 2003 - TS per
Device CAL been issue to all the devices that connected. How can I get the
License Server to issue the TS per User CAL token to my network users or
does this happen automatically when the grace period of TS expired. Thanks
in advance.
