Yep, I've restarted the server. I've also tried stopping the service and
starting it manually and it still hangs with an message "Could not start the
License Logging Service service on Local Computer. Error 1053: The service
did not respond to the start or control request in a timely fashion.

administrator is the one with a conflict???? I don't know if these two are
related???
