Since your users are load-balanced between all server, you have to
upgrade all Terminal Servers (or none). That means that you also
need to upgrade all of your licenses (CALs and TS CALs). A Windows
2003 TS needs a 2003 TS Licensing Server with 2003 TS CALs for all
connecting users or devices.

The internet connector license (now called "External Connector
License") is only valid for external users. Your users don't seem
to be external users. From the
