Some additional information that I forgot to include in my original post:

- Both our TS and our clients are in the same work group (not on a domain)
- We are set to hand out licenses per device in both the liscensing and
terminal service configurations.
- Our clients are win2k and use RDP to connect.
- Our licenses have been activated and reactivated :P
