Are any of these users administrators?
Are users logging in from different machines?
How do you autocreate only the local default printer, unless using Citrix or
some other 3rd party program?

If users remote desktop clients are set to connect local printers, and they
logon from different machines, they'll experience what you're describing,
i.e. Julie logs on in the office where her default printer is
\\server\printer1, she goes to another desk where there is a local printer,
logs on and the local printer is set to \\tsclient\LPT1. Later that day she
logs off and goes back to her desk, where her default printer is set to the
first available printer (alphabetically).

You may need to script required printer settings if you're having problems
like what I've described.
