Sounds like you have a restrictive GPO in place, which is
affecting both normal users and Administrators.
Have you tried gpresult?

Another possibility is that you don't have Read access to SYSVOL
on your Domain Controllers. Some administrators remove Read access
to SYSVOL to prevent Administrators from being affected by
restrictive policies (which is not the recommended way to do
this).
