I agree with the "Most likely a print driver" statement, but not
with the rest.
The general recommendation is to *not* install any 3th party
printer drivers on a Terminal Server. Most 3th party drivers are
not TS-compatible and can cause exactly the behaviour that you
describe (hanging print jobs) or much worse (crashing spooler,
crashing server).

The way to solve this is to uninstall all 3th party printer
drivers and instead map them to a native driver on the server, by
creating a custom ntprintsubs.inf file.
