I figured it out!! Happy Happy Joy Joy!!!
I found this link and it helped.
http://support.microsoft.com/default.aspx?scid=kb;en-us;287039

I have been doing a lot of testing with my copy of Office 2003 which means I
have activated it several times. I ran out internet activations and figured I
would just skip it. As an administrator doing the testing this is fine, but
as an administrator logging on as a user doing the testing this does not
work. Well, unless you want to add all your users to the Administrators group
which I did not try so I don't know if that will work. In theory it should.
I started my Microsoft Office 2003 Activation Wizard then called Microsoft
with the phone number provided by the wizard and explained my situation (I am
testing) and they were great by helping me reactivate my product.

Thanx to all.
Have a great day.
