I do this by implementing a redirected Start Menu. I add all the icons for
the applications that I want visible to the users into a start menu
structure and place it on a network drive. I then use group policy to
redirect the start menu on the Terminal Servers to that location. I also
use the group policy object that turns off user portion ofthe Start Menu.

I then use Group Policy loopback to apply those settings to any user who
logs onto the Terminal Server.
