No, this is not the intended behaviour. The TS session should use
the time from the server and the time zone from the client for
each session, without further manual configuration by the user.
Have you verified, with gpresult, if your policy
is actually affecting your clients? Is the GPO linked to the TS OU
with loopback processing and the Replace mode?

Which version of the client do you use? I believe that you need at
least rdp 5.2.3790 for time zone redirection to work.
