Resetting a disconnected session using Group Policy

On my W2K3 TS, I would like to reset the session of normal
users after they've been disconnected for 24 hrs, but
always leave my admin user sessions alive.
I tried using the TS settings under the User Config
section, but they don't seem to have any effect on a TS
session. I verified that the User settings are being
applied to the user using the Group Policy
Results tool in the GP Management application.
I also tried to use the TS settings in the Computer Config
section with the Loopback and Replace settings activated.
However, this also resets my admin user sessions, even
though I also set the security of the GPO such that the
GPO should not be applied to the admin user. I guess
changing the security for the admin wouldn't have any
effect because all of the settings are under the Conputer
Config section, not the User Config section.
I have already looked at the following KB articles, but
they haven't helped me solve this problem:

Should the TS settings under the User Config section of a
GPO work? Is this a bug?
