Well, for what it is worth, here's what I've experienced.

I have two 19 inch monitors on my workstation. In my case, the workstation
monitors are both set to 1280 by 1024.

I'm using the Microsoft Remote Desktop Client (5.1.2600.2180 - the one that
comes with Windows XP SP2). I suspect the behaviour is the same for the RDP
client that comes with XP RTM and SP1 and the Windows 2003 version.

To make the RDP (TS) session window fill the display:

    1. launch the RDP client
    2. click the "Options >>" button
    3. select the Display tab
    4. move the slider in the Remote desktop size frame all the way to the
right; the text under it will change to "Full Screen"
    5. if you want this setting to be saved, select the General tab and click
Save As (otherwise the changes will only be in effect for this invocation of
    the client)
    6. click Connect

When the TS session opens, it will be in "full screen" mode and will fill
    one monitor entirely.

If you are using Citrix, (Citrix) published desktops behave differently.
Citrix desktops specified as "full screen" will completely fill both client
workstation monitors. That is the Citrix client window takes on the size of
the client workstations (extended) desktop. I don't know of any way to have
the (XP or Windows 2003) Remote Desktop Client behave this way.

It's perfectly useless to know the right answer to the wrong question.
