Just an add-on, since Daniele wrote that she already has put the
TS into "Per User" licensing mode:
There is a bug in 2003 TS, which makes it change back its
licensing mode to "Per Device" under certain conditions. Check if
this applies to you, and if it does, call Microsoft Support and
ask for this hotfix. If you don't ask other support questions
during the call, hotfixes are free of charge.
