This is interesting. I may be wrong, but it is my understanding that the
User "Path" Environment Variable is simply appended to the System "Path"
Environment Variable, so I don't see how a program can tell the difference.
I added a User "Path" Environment Variable with the value "U:\My Pictures",
which was appended to the end of the System Path the next time I logged on,
viewed by doing:
Start -> Run -> cmd -> Set
