Hello Murat,
The only way I can reproduce this is to explicitly deny myself rights to the
tsuserex.dll file under %systemroot%\system32.
If this file is missing you would have the same problems. If it is missing
you can replace this file by copying it from %systemroot%\system32\dllcache
to %systemroot%\system32, or copy it from another machine, or you can expand
it from the Setup media using this command:
c:\>expand e:\i386\tsuserex.dl_ %systemroot%\system32\\tsuserex.dll
