missing tabs under local user properties on WTS 2003!

Hello everybody,
We have a quite strange situation here.I hope someone can help me about it.
We installed and configured WTS 2003 in an intranet environment for running
GIS
software.I have created users under "Local Users and Groups" individually,
by the way
terminal server is not in a domain environment! (no AD available)
I have configured the path under user properties by right clicking any user
in order to
start GIS software at logon automatically.I have done this here instead of
from
RDP properties on "Environment tab" under "Terminal Services Configuration"
because
we do not want all users to start the program automatically.
Anyway, everything was ok at the beginnig.Remote users connected
successfully to WTS and the application software
started automatically at logon.However, after one week four tabs of the
"user properties" disappeared.
The tabs at the beginning are "General, Member Of, Profile, Environment
(that I configured for automatic logon
software), Sessions, Remote Control, Terminal Services Profile, Dial-in" but
now when I right click on any user
I get only "General, Member Of, Profile and Dial-in" tabs, other four tabs
are missing.
We changed nothing during one week including Group Policies.I could not
understand what this happened.
Can it be related with "Terminal Server licensing" because we have installed
but not activated
"Terminal Server licensing" yet.We are now in 120 day evaluation period.I am
working for a governmental
organization and we are expecting the permission for licensing.
Any help would be appreciated, I am looking forward to hearing.
