Drop out over VPN

We are running TS on Windows 2000 using an ADSL VPN (router to router). All
timeouts are set to never but we frequently have sessions drop out even
though the ADSL and the VPN tunnel conections have did not go down. In fact.
some users are not disconnected when others are. Server can be pinged when
the session is disocnnected but users cannot reconnect for a period off time
(sometimes around 30 mintutes). In one recent occasion, we were unable to
reset the sessions on the server (shown as disconnected) until the remote
router was rebooted. Even though remote users could not reconnect, local
users could create a TS session. Any ideas?
