It is certainly a part of the problem. Expect to run into far
worse problems if you make your users Administrators!
I suspect that automatic redirection of printers hasn't functioned
(come to that later), and the users have manually connected their
printer to a TSxxx port (probably TS001). Since port numbers are
assigned dynamically, this is bound to give the problems you
describe.
Start by removing users Administrator rights. Then delete all
printer assignments on the Terminal Server. Uninstall any printer
drivers that might have been installed (you will have to interview
all users, since they also have had the ability to download and
install printer drivers). As an alternative to the above:
seriously consider if a fresh re-install of the server isn't the
best option (it's what I recommend, since you never can be sure
about the setup of this machine anymore).
Then let the users logon to the terminal server (with automatic
printer redirection configured). If their printer is autocreated:
fine. If it is not, check the EventLog. You will probably find an
Event which explains that the printer model is unknown and a
driver could not be loaded.
With this information, you can then create a custom
ntprintsubs.inf file which maps the local printer driver name to a
native driver on the server.
