High CPU on Win 2003 TS from IE

We have a Windows 2003 Terminal Server used only for web browsing using
Internet Explorer. It is a Dual PIII 1 GB with 1 GB RAM.
Recently the server's cpu started running at %100 when there were only 3-4
users logged on (so this is not a performance issue). I was able to isolate
the site these users were running (it was some crappy site filled with flash
and java applets that spikes your cpu to %100) and put it into the IE
restricted zone for all TS users using GPO.
Every so often the server cpu still gets stuck with %100 cpu utilization
from three or four iexplore.exe processes. These users are running
legitimate sites with a few flash or java objects (like cnn, etc.)
I ran an antivirus and spyware scan with no results.

Any ideas?
