How do you recover from the problem? Do you reboot the TS machine?

If so, I would be testing as to whether there is a resource/memory leak on
the Terminal server machines.

Run up System Monitor (Perfmon) log, and monitor the Memory (Paged and
Non-Paged pool, Free System PTE's), Objects and Process Handles at the very
least. Do this from start-up until the issue occurs, and then analyse the
log and see whether any of these are constantly increasing.
