I'm not 100% sure about this, but I believe that your supplier was
right: if you bought "Per User" TS CALs, then they are 2003 TS CALs,
since W2K doesn't know what a "Per User" TS CAL is.
Then these 2003 have been installed on a W2K LS, thereby using your
"downgrading rights" (= i.e. the right to use a 2003 TS CAL on a
lower version OS).

Now you want to use the 2003 TS CALs on the OS they were original
meant for. I think that you need to phone the Clearinghouse to get
this fixed.
