Problem logging on to new TS box

Server Details :

compaq Proliant G3
OS - windows2000 server with sp4
Running in Application Mode

Clients connecting to this box:

win2k w/sp3
winxp w/sp1

Problem : user profiles are being rejected, the system is logging temporary profiles

event viewer errors

first error :
Windows cannot load the profile and is logging you on with a temporary profile. Changes you make to this profile will be lost when you log off.

second error :

RegLoadKey failed. Return value Access is denied. for C:\Documents and Settings\TEMP.TAX\Local Settings\Application Data\Microsoft\Windows\\UsrClass.dat.

why is this happening?
