No, 2003 TS MUST be served by a Windows Server 2003 TSLS, which can run on any 2003 Server. You'll also need 2003 Windows CALs & 2003 Terminal Server CALs. The 2003 TSLS can server both 2003 & 2000 licenses.

I have a Win2k Domain with a TS License Server and one Win2k Terminal Server. We just purchased a new server and it has Windows 2003. We decided to deploy it as an additional Terminal Server but once I put TS in Application Mode, it could not find our TS License Server and it doesn't allow any connections. Can a 2003 server run in Application Mode in a Win2k Domain with a Win2k TS License Server? Is my problem due to the new Terminal Server licensing with 2003 Server?
