OK, this seems to indicate that Symantec and/or ZoneAlarm are
somehow involved in this problem. Have you tried to disable every
service that has to do with these applications, or better still,
uninstall them completely?

And just to cover all possibilities, have you checked the content
of the All Users Startup folder and the Run key in the registry?
And if a Starting application is configured in TS Connection
Configuration? I seem to recall that this can also happen when you
try to start a non-existing application.
