Hi,
Yes i am doing this via Local Policy and it didn't
work. I have enable the Policy you said me and i have
left the fild blank because it is says (To choose Windows
Classic left blank).
I restart my computer, i even try to kill a user profile
and log again, i still have some visual effect turned on.

You can also remove the themes tab from the Dispaly
Control Panel.
