Once you setup their Outlook connection and set their account to use a roaming profile, logon to the machine with the source profile, logoff & the profile will be available to every server they logon to.
Does the mail server store their emails in a database, or are people going to be using PST? If using PST you'll have to store them in a place that is always available, i.e. a Network Home Folder.
You can use the Custom Installation Wizard from the Office Resource kit (free at http://office.microsoft.com) to create a transform to setup the default Outlook Settings, i.e. SMTP Server name, profile name...
Roaming profiles are the best way (that I know if) to give users a consistent UI in a TS/Citrix Farm.
