An awful, terrible, terminal server 2003 licensing question

Here's my situation, we're a windows 2000 shop who has started
deploying 2003 Terminal server out to our customer's offices.
The customer has bought just enough TS cal's to cover all of their
users.
We're in the process of purchasing/aquiring the needed TS cal's to
upgrade our
current windows 2000 TSCALs.
However, our customer support people have to connect to the terminal
server to troubleshoot problems (around 5 users at a time).
The problem is twofold.
First, locally, we don't have a 2003 server to install the licensing
server on.
Secondly, if i activate the CALs on the 2003 server with the
customer's licenses, then our folks would end up taking all of the
licenses before all of the customer's machines had a chance to log on
to the system.
So my question(s) are...
1) Is it possible to use the group policy setting "Don't give out TS
client
licenses except to a defined group". (and define a group with just the
client's user or computer accounts in it)
and
2) If i add our licenses to a customer's 2003 box, (licensed per
device), will our folks be able to connect to that box, receive a 2003
license, and be able to use it anywhere??? (for example another
customer's site that's also running 2003?)
