New Application installation

Hello all, we have a 2003 terminal server running in
terminal server mode currently hosting 2 applications. We
installed office2K using the TermSrvr.mst (ORKTools) file
via the command prompt as specified in MSKB224313.
Regular users are restircted from doing much other than
running the necessary applications via Group Policy.

Now upon running a test for regular users we are receiving
the error...

"Only administrators have permission to add, remove, or
configure server software during a Terminal services
remote session. If you want to install or configure
software on the server, contact your administrator."

To successfully install Office I had to first edit the
registry key
HKEY_LOCAL_MACHINE\software\policies\microsoft\windows\inst
aller, DisableMSI=0. This had been set to DisableMSI=2
(disabled), but as mentioned this is no longer the case.

Can someone offer assistance?
