Windows 2008 x64 standard server setup with multiple NICs

I am not sure if this is the correct place to post this question, so if it
isn't, please let me know.
I am trying to setup Windows 2008 x64 standard server (stand alone, no AD)
with two NICS and running Hyper-V as a Test/Development machine. I would
like one NIC to be used for server control and the other NIC to be used for
the Hyper-V connection(set up as a virtual network swtich). Both NICs need
access to local network and the internet.
The problem I am having right now is that only one NIC will have access to
both local network and the internet, while the other will only have access to
the local network. Which one has access seems to change every reboot. This
means that if the NIC that is linked to the VM's only gets local access,
items such as updates, activation, troubleshooting and other internet
activities is unable to function.
Any hints as to how to solve this issue would be greatly appreciated.
