Your problem is why responsible computer manufacturers provide a
comprehensive hardware disgnostic on hard drive, CD-Rom, and web
site. Is your's responsible? Then break the problem down into parts.
Analysis only one part at a time. Test hardware without any OS or
application software.
Windows will do everything necessary to mask or work around
problems. That means complications and confusion for you. However,
solutions always start by collecting facts. Numbers in that error
message would have provides useful information to those with
knowledge. Also are information in the Windows system (event) logs
and in Device Manager. What is there and what is reported by
manufacturer's comprehensive hardware diagnostics?
Unlikely (but possible) that a surge caused that error message.
Destructive surges occur (on average) once every seven or so years.
However, many without basic electrical knowledge will often blame
surges for what they don't understand.
Meanwhile, what hardware device is attached to the driver
IASTOR.SYS? As said in CSI (and anywhere where a technician is
professionally trained), "follow the evidence". That error message
was chock full of useful facts.
