In really short:
A client uses a Domain Name Service (DNS) lookup to locate the nearest available domain controller. But if this is not available or in the same subnet are more then one, it will choose just one of the available machines.

I currently have a windows 2000 Domain that has 35 Per Server
Licenses. I
would like to add a Windows 2003 Server onto the Domain as a backup
of
sorts.
Because this is to be used only as a backup, and to serve as a host
for some
applications, the 2003 machine is not nearly as "strong" as the 2000
machine.
As such I would like the 2000 machine to maintain all of it's
current
roles.
I have a few questions about this:
Is it possible to have the 2003 machine serve only as a backup for
the 2000 machine? As in I want the 2000 machine to keep all of its
current roles such as user authentication , dns, etc.

Adding 2003 dc to 2000 domain is no problem, but as a backup like you
think not. Because all DC's can authenticate users for example, you
can not specify the DC to which users authenticate. This is done
automatically. To have a good redundancy for failover it is also a
good idea to have 2 DNS servers running and also 2 DHCP servers.

If it is not possible to specify which DC a workstation authenticates
to, how is it determined?

I have read that adding a 2003 machine to a domain converts the
entire domain to 2003. Would this cause any problems with my 2000
machine?

It converts not the entire domain, it requires a schema update for
the new

objects coming with 2003. The forest/domain functional level can be
changed

to new levels with new functionalities:

It will not make any problem with the 2000 DC.

What does adding a 2003 machine imply for licensing? Would I need
to upgrade my Per Server licenses to 2003 ones, even though I only
want to use the 2003 machine as a backup?

Sorry with licensing i am not really good. But how does the users
work, own workstation or on Terminal server?

Also, my 2000 machine is currently running SP3. Is upgrading to SP4
a huge ordeal?

No, but after SP4 you have to add Rollup update package and also all
additonal patches via windowsupdate.com

What things would I need to make sure I have backed up/

verified before applying SP4?

For restoring a domain controller at least the system state, better
you have also backed up the complete system drive.

How long does it take to apply SP4?

Maybe 10 -15 minutes, depends of the speed from your hardware and for
downloading ofcourse your internet line.

I realize this last one is a relative question. Our 2000 server is
probably 5 years old at this point.
