Hi Morgan,
I deleted the file from c:\windows\system32\dllcache first then from
c:\windows\system32. The system prompted for the disk and replaced the file
successfully. Add/remove programs now works again.

Window File Protection prevents programs from replacing critical Windows
system files. WFP protects critical system files that are installed as
part
of Windows (for example, files with a .dll, .exe, .ocx, and .sys extension
and some True Type fonts).
WFP uses the file signatures and catalog files that are generated by code
signing to verify if protected system files are the correct Microsoft
versions. Programs must not overwrite these files because they are used by
the operating system and by other programs. Protecting these files
prevents
problems with programs and the operating system. By default, Replacement
of
protected system files is supported only through the following mechanisms:
Windows Service Pack installation using Update.exe
Hotfix installed using Hotfix.exe or Update.exe
Operating system upgrades using Winnt32.exe
Windows Update
To stop the WFP mechanism for some specific purpose, like replace these
two
DLL files, the modification of registry is requested. For more

Moreover, in my test on Windows XP system, if we can insert the correct
version CD in the CD-ROM in advance and delete the system-critical DLLs,
WFP will automatically search on the CD to look up the correct ones and
copy them back.
Please note back up the system before performing the replacment, and If
this issue still persists, I also suggest you open a new post in
Microsoft.public.servicesforunix.general newsgroup.
