Dear Jim,.
Thanks for posting here. This is Morgan from Microsoft and will be assisting you on this issue.
SBS server is special as it is pre-configured with other services such as ISA, Exchange, DNS and so on. The SBS Changing IP Address wizard is specifically for SBS environment.
For non-SBS servers and this Windows Server 2003 is running the critical services, like Directory service, DNS, DHCP etc, we need to perform the adjustments manually. Also, please note that changing IP subnet scope will also be a very complicated project. Basically, we need to consider:
1. All computers' IP address should be changed correctly.
2. Related services such as DHCP, DNS, WINS, RRAS, ISA (or 3rd party firewall application), etc., should be adjusted.
3. We should clean DNS cache on all computers and point the computers to use the correct DNS and WINS servers.
4. All computers should register their new IP addresses with DNS and WINS servers.
5. For some shortcuts, or other related applications settings that locate target computers using their IP addresses instead of using FQDN, we must adjust them manually.
Two notes:
1. If possible, establish a similar test environment (with similar applications and services) to practice the procedure.
2. Please schedule non-business time to perform the IP subnet change.
We mainly support break-fix issues in the newsgroups, if you need a more detailed action guide, please consider Microsoft Advisory Services to design a solution specifically for your environment and requirements.
Microsoft Advisory Services is a remotely-delivered, consultative support option that adds the element of proactive support, and provides a comprehensive result beyond your break-fix product maintenance needs. More information on this service here:

I hope this helps.
Thanks and have a nice day!
Sincerely
