Changing IP adressing on Win 2003 servers.

Years ago, when I set up IP in this network, I chose the range 192.168.1.0. Of course, at that point in time I had never heard of Lynksys.
Now, of course, I need to change the Ip address range to something less likely to cause conflicts with VPN users.
In searching Technet, I keep seeing references to the "Change IP Address Tool" , but these normally reference SBS.
I'm looking for something like this on my 2003 servers, but I can't find such a tool.
Is there a procedure for changing the IP adressing on a 2003 server?
